Contrast and lightning is perfect.
For such picture, it would be interesting that you explain how you took it.
Tripod was obviously a must, but have you been able to capture the light with a single shot or was it HDR ?
I can suppose a small aperture because of the stars on the light (or perhaps a filter but I doubt).

Single shot with a tripod. Pentax K20 with DA* 16 - 50mm. f8 for 6 seconds. No filters.
